I feel that piracy is best defined as the exploitation of noncombatants for profit, something that neither entity does with any degree of success.
My personal opinion is that you are off the mark with your comment.
The true definition of piracy is an act of robbery on the high seas or an act resembling such robbery. Technically speaking, youÆre right, weÆre not pirates by the true definitions as we are not on the ôhigh seasö. At the same time we commit acts that resemble such robbery of which we need to add to that the fact that the concept of ôpiracyö is generally accepted in the Eve Universe. Also, there is no reference to ônoncombatantsö in the definitions.
However, let us look at the true definition of a combatant. A combatant is one that is engaged in or READY to engage in combat. Noncombatants stay in high security space where the only pilot verses pilot engagements they might encounter would be due to war declarations. Pilots know the risks of low and null security space and therefore know that they may be in for some challenges. Even if they donÆt realize the perils ahead, as might be the case with a completely new pilot, those warning systems telling them what they are about to do prior to jumping through low security gates should be a pretty good indicator. If they turned off those warning messages, well, that proves that they are prepared. Regardless of a pilotÆs reasoning for entering low security (better ore, some cheap modules, simple curiosity, etc.), when they jump through that gate, they are prepared for combat. What is my point? There is no such thing as a noncombatant in low or null security.
As to the original topic, being prepared is directly related to what Gilgamesh stated in the second post in this thread.

Being prepared means knowing your capabilities, knowing your environment, making calculated decisions, and in this case, knowing your opponent. Htrag, you decided that the Guristas AssociatesÆ decision not to engage was proof of cowardice and weakness. Unfortunately you didnÆt think about the situation rationally. If you had, you could have viewed the withdrawal as a sign of respect and intelligence (as in they know they canÆt beat us right now), kept quiet, and waited for another day. Rather than do that however, you decided to commence in your attempt to bring shame to the Guristas. In turn youÆve have done nothing more than to prove that successful pirates are smart, calculated, and prepared regardless if that means having to call it day and dock up or not. With that said, I too wish to thank you for your assistance in promoting the Guristas Associates. You have proven that the Guristas Associates have all the traits and skills needed to be successful.
